Prof Avis Goudge

Avis Goudge is a South African health policy and systems researcher based at the School of Public Health at the University of the Witwatersrand. Her work focuses on strengthening primary health care, advancing universal health coverage, and improving equity in low- and middle-income settings. She is widely recognised for research that bridges policy analysis with grounded health systems inquiry.

Her scholarship centres on community-based and integrated mental health services, community health worker programmes, and social health insurance reform. Through qualitative, mixed-methods, and evidence synthesis approaches, she examines continuity of care, collaborative models, citizen engagement, and financial protection, particularly in South Africa and Kenya. Recent studies also explore digital health implementation and governance of health data.

Across her publications, Goudge highlights the organisational, labour, and accountability dimensions of health reform, including management–union relations and workforce formalisation.
